UGANDA – The National Standards Council (NSC) has named Mr. Daniel Richard Makayi Nangalama as the Acting Executive Director of the Uganda National Bureau of Standards (UNBS).
This significant appointment comes as a recognition of Mr. Nangalama’s unwavering dedication and exceptional track record in the realms of financial management, auditing, and quality regulation.
He takes over from Mr. David Livingstone Ebiru who is battling cases of fraud and misconduct. Following the Auditor General’s Report for the Fiscal Year 2021/2022 on the financial statement of UNBS, Ebiru is accused of planning the expenditure of USH 12.5 billion (Ksh 490,806,064) without consent from the Ministry of Finance and Parliament.
With a distinguished career spanning over two decades, Mr. Nangalama has carved a niche for himself as a paragon of strategic leadership and optimal resource utilization.
Prior to this prestigious role, he served as the Deputy Executive Director in charge of Management and Financial Services, where he steered the UNBS towards greater heights, establishing robust policy frameworks and institutional capabilities.
Holding an impressive array of certifications and qualifications, including a Master of Science Degree in Accounting & Finance, Mr. Nangalama is a Certified Public Accountant in both Uganda and Kenya, a Certified Internal Auditor, Certified Information Systems Auditor, and a Certified ISO 31000 Risk Management Professional.
These accolades underscore his commitment to professionalism and the relentless pursuit of excellence.
Drawing from his extensive experience in the sectors of tertiary education, energy, and quality and standards regulation, Mr. Nangalama vows to prioritize public health, safety, and environmental protection through the implementation and enforcement of stringent standards.

Mr. Nangalama’s expertise is not confined to his role at UNBS; he also serves as a Board member and Treasurer of the Institute of Internal Auditors – Uganda and a Member of the Finance, Planning and Administration Committee of the Institute of Certified Public Accountants of Uganda (ICPAU).
His dedication to governance and professionalism is further evidenced by his involvement in various governing councils and boards, both in the education sector and beyond.
