UGANDA – The Uganda National Bureau of Standards (UNBS) has appointed James Nkamwesiga Kasigwa as its new Executive Director, effective May 2024.  

Kasigwa assumes the role, succeeding Mr. Daniel Richard Makayi Nangalama, who was appointed as Acting Executive Director in July of last year.

This was after Mr. David Livingstone Ebiru, the then head, was dismissed on grounds of fraud. Following the Auditor General’s Report for the Fiscal Year 2021/2022 on UNBS’s financial statement, Ebiru was accused of planning the expenditure of USH 12.5 billion (US$3.32) without consent from the Ministry of Finance and Parliament.

With over two decades of experience in leadership and strategic management across multinational corporations, as well as the public and private sectors, Kasigwa brings a wealth of expertise in science, technology, innovation, standards, and infrastructure to his new role.  

He holds a Bachelor of Science degree in Electrical Engineering from Makerere University, a bachelor’s degree in computer engineering and a Master’s degree in Telecommunication from London South Bank University, London, United Kingdom, and a Master’s degree in Business Administration from ESAMI. 

Prior to his appointment, Kasigwa served as the Director of Science, Technology, Innovation, Regulation, and Biosafety at the Ministry of Science, Technology, and Innovation, as well as the Commissioner for ICT Infrastructure Development at the Ministry of ICT & National Guidance.
